Secret Agents are penguins employed by the Penguin Secret Agency, or PSA who were at first to work to make Club Penguin a safer place, but now the secret agent penguin class is used mainly for the fun of Missions, teaching valuable life skills. To become an Agent, the player's penguin must be at least 30 days old. Then they must take a short quiz. They also get to have a special item, the Spy Phone (used to teleport places). Secret Agents have access to the Spy Headquarters, where they can play Secret Missions. It says in the F.I.S.H. if you get banned you will lose your agent status, This is not true, if you get banned you keep your agent status.

Strangly despite the uniform being depicted with a Black Necktie, the F.I.S.H. catalog only has a Bowtie.

1. Report any players that are using bad language, being mean, hacking, or breaking any of the other rules.
2. Keep your identity and the identity of the other Secret Agent penguins a secret.
3. Visit the HQ to watch for Secret Missions.
4. Help other penguins so they can have the best experience possible.
5. Keep Club Penguin safe!
6. Don't report penguins for fun.

The F.I.S.H. ( Factual Informative Spy Handbook ) is the P.S.A.'s handbook which includes instructions and Secret Agent clothes, as well as secrets. It has recently been updated from Version 1.2 to 1.3 with an updated clothing page. It is somewhat of an essential item to all secret agents, and is located at the bottom-right hand corner of the HQ, underneath the Mission Pad.Members can buy many secret agent releated items like bow-ties and spy shirts and shades via the F.I.S.H. In 2008, F.I.S.H was updated, and the Night-Vision Goggles dissappeared. However, it is hidden in the shades.Click on them and the player should see a small hand or the link hand replacing the cursor. Click where the hand is to buy the goggles. It has a guide to the Secret Agent Code, a guide to a Secret Agent's duty, information of the Spy Phone via a diagram of it,an article about the history of the PSA, Secret Dances via free items and Current suspects at large which are Herbert P. Bear and Klutzy.

• You can highlight the reverse of the front cover to reveal a hidden table of contents.
• The secret code is nick named "Tick-Tac-Toe Code".
• The code on the Night Vision Goggles means: "NIGHT GOGGLES".
• The Night-Vision Goggles is in the shades.
• Click the Viking Helmet secret note and you will see the Blue Viking Helmet secret note

• They mentioned that everytime, there is a secret Vinking Helmet. If you click on note, the secret of the Blue Viking Helmet is mentioned that you have to close and open the Vinking Helmet 4x.

• They mentioned in every level exept level 1 there is a extra jet pack in the Jet Pack game.

• When you open the F.I.S.H you can highlight the reverse of the front cover to reveal hidden text.
• The morse code on the red light on the Spy Phone means "You are cool".
• There are occasionaly culture clashes between agents and ninjas. This usually means that ninjas will go to the HQ and start a snowball war. They are at an advantage because most agents cannot get to the Ninja Hideout.
• Many penguins admit they are secret agents.
• Some ninjas always thought agents are their "villain". This is not true as you can be both like my penguin, Ninjawiki.
