The Toughest Mountain is a dangerous mountain located in the wilderness of Club Penguin Island. Its twin mountain is the Tallest Mountain. The Toughest Mountain has blizzards, perilous cliffs, and a frigid cavern. Climbing it is a challenge, which is how it got its name, and it has so far only been explored during the Mountain Expedition. During the Great Snow Race, it was revisited, under the guide of a Sled Racing competition, although, in reality, it was staged for the Elite Penguin Force to detain Herbert, who set up a base deep in the cavern.

Herbert's base
Secret Caves
There is a cave located just below the mountain top. However, normal penguins cannot enter because it is dangerous for them. Only Elite Penguin Force agents can enter them. Inside the cave, there is a ruin of an old ship (Possibly Rockhopper's sample.) There were frozen prehistoric penguins, frozen fish, and a frozen monster-resembling penguin. Herbert is living inside a highly protected area. He sleeps with Klutzy. There are 3 mazes said to be carved by ancient penguins, and Herbert attached lasers on them for protection. After penguins completed the laser mazes, they were brought into a secret room and Herbert was sleeping. They built an AC 3000, a plastic air-conditioned prison to force the polar bear into hibernation, and Herbert was trapped inside. There were few coins visible near the computer, suggesting that this place was a treasure place. (The coins are now missing and Herbert lives).
Trivia
- Herbert P. Bear has his hideout, the Classified Area, hidden in the Toughest Mountain. Herbert most likely made this hideout when he crash landed after the final events of the DS game, Club Penguin: Elite Penguin Force: Herbert's Revenge.
Real world comparison
- Like in the real world, K2 is the world's toughest mountain to climb, while Mt. Everest is the tallest mountain in the world. Toughest Mountain is possibly the 2nd highest mountain in Club Penguin, just like K2 in the real world.
