Actually, there were still some clothes everybody could wear. In the Introduction to Club Penguin, you could obtain some free items and actually wear/use them. Additionally, in some catalogs, you could also obtain items off them and same from parties and wear/use them.

There's always a party happening monthly, with free items and in certain occassions with additional features, and have fun by socializing (with a crappy chat filter in 2013-2017 though), playing minigames, and be part of our monthly parties! If you want more fun by obtaining more items, having full access to our monthly parties, and utilize members-only features, then don't hesitate on purchasing a membership!"
CPI is something like this: "This is CPI! First pass the tutorial to get a small, vague taste of that CPI is! If you want to have fun, such as wearing any single item, purchase clothing, use 98% of the additional features that are restricted to members such as tubes, gear, customizable items, party supplies and food, be able to complete all daily challenges and most importantly, to continue finding out the storyline of CPI by participating in quests, then you have to purchase a membership! Otherwise, you can still explore the island, collect collectables that are scattered around the island to trade them for coins, complete certain daily challenges, socialize (with a crappy chat filter, though not as crappy as classic CP), use emojis to express yourself, participate in a race course at The Sea Caves, sit down and dance (even though you could technically do that on classic CP already)and umm...zipline! They may not sound as fun, but that's all you can do to have fun!"
The problem is that in CPI, you have to purchase membership to play the main point of the island and main source of entertainment, hence the slogan of the game "Where your new adventures begin" and in classic CP, while the slogan was "Waddle around and meet new friends", the main source of entertainment was by parties, and some were barely exclusive for members only and that was from 2006-2009. 97% of parties were available for all players. At least everybody could have simple fun in classic CP.

I play KoGaMa, Animal Jam, ROBLOX, World2Build and other games not related to Club Penguin.
