No, he banned meat because he's a vegetarian.
That is a lie; Herbert toottaaalllyy eats meat on a daily basis.
Um, no. He mentions being vegetarian in one of the PSA missions, if we try giving him fish pizza to distract him. I'm not sure which one though.
Questions For A Crab, I think

Yyeaahh. I guess so, but Penguins don't eat meat!!!!1one!1!!
Things aside, it was in Questions for a Crab. It was around the time Herbert tries to cut down Ski Lodge for fire.

Still trying to figure out if you noticed my apparent sarcasm.
So how does Herbert's actions affect underwaterlife?

His actions during Operation Blackout? No sunlight, every living thing requires sunlight.
I thought Whiteout would be where Herbert uses the sun and a giant magnifying glass to burn the penguins up... Wow, that's a really "dark" story!
BA DUM TSSSS!
Actually, it would be called Operation: Whiteon. In it you have to escape from Herbert's base whilst he uses a giant laser cannon to repair his own base and then make the interiors of every building super-scorching hot.

Not really, we are actually getting somewhere.
