The Penguin Secret Agency, more commonly known as the P.S.A., was Club Penguin's spy association that helped keep the island safe. The P.S.A. began operations sometime prior to October 4, 2005, and ran until May 17, 2010, when the PSA's HQ was destroyed by Herbert P. Bear with a Popcorn Bomb.
PSA agents could also be Elite Penguin Force Agents if they passed the test. When the PSA was decommissioned after the Popcorn Explosion, all agents were transferred to the EPF, along with all the PSA's data. Upon passing the test to become a PSA agent, penguins were given a Spy Phone and access to the PSA Headquarters. The F.I.S.H. (Factual Informative Spy Handbook) was their official spy handbook.
A player could become a Secret Agent after their penguin had spent 30 or more days on Club Penguin. Clicking on the moderator badge at the top right corner of the screen would open a quiz which, when filled out correctly, would officially make the player a PSA agent.
The Director (Aunt Arctic) is the founder of the agency. The F.I.S.H. contains a message from her, with her signature being the very last symbol of the Tic-Tac-Toe Code (AA). Agent G is her right-hand man who provides all the gadgets and missions for Secret Agents.
PSA Secret Missions[]

From the PSA Headquarters, agents could participate in missions. These first-person POV point-and-click games allowed the player to save the island from Herbert P. Bear several times.
Once the PSA had been decommissioned, players could access old missions in the VR Room. However, after the VR Room was destroyed during Operation: Blackout, the missions could only be played on the Fun Stuff page on ClubPenguin.com. On June 10, 2015, PSA Secret Missions were added back into the game in the EPF Command Room.
Suspects at large[]
According to The F.I.S.H., there are two main suspects in secret missions.
- Herbert P. Bear - A wretchedly evil polar bear. Suspect is armed and extremely dangerous.
- Klutzy - Herbert's assistant. An adorable, but villainous crab.
Trivia[]
- Players could access the Command Room through the wardrobe in the PSA HQ by purchasing the Nintendo DS game, Club Penguin: Elite Penguin Force and using the code that came with the game.
- PSA agents were paid 250 coins per month through Penguin Mail, via the salary update. Players who were EPF agents received a higher salary of 350 coins per month.
