The Spy Camera 3000 is one of Gary the Gadget Guy's inventions. It is only seen in Club Penguin: Elite Penguin Force: Herbert's Revenge. In mission 8 of the game, it is used to take pictures of Herbert P. Bear's underground base.
According to Gary, the pictures taken by the Spy Camera 3000 are very high-resolution, so it can only take four pictures before the battery dies.
